Civil Society Coordination Meeting on July 14, 2022 – Meeting Minutes

1. The movement of the containers and tents of the organizations

  • Ms. Lt. Crina Tcaciuc, ISU Bucovina Officer has assured us that most of the containers and tents are already moved, this process will be completed shortly – in a day or two. They are working with the authorities to connect to utilities;
  • The city hall of Siret with the support of ISU performs the work of moving containers and tents and their reconnection to the electricity system and the water network;
  • Mr. Dan Sauciuc, the deputy mayor of the city of Siret specified that the city hall has been actively involved since the beginning of this situation, in everything that was related to arranging spaces for organizations, sanitation, tree grooming to release a new access road for trucks in order to streamline the traffic for the trucks that enter in the country, arranging parking lots, moving (current) containers and connecting them to electricity and water networks, respectively allocating human resources and equipment according to needs;
    • Mr. Sauciuc highlighted the fact that the city hall is supporting the activity of the organizations and all the time the institution has offered its help in supporting the refugees and further wishes to do so, but at present moment, Siret city hall is no longer in a position to incur any other expenses necessary for its own projects or for the administration of the space intended for the organizations that are present at the Siret border in order to help the refugees. It is necessary to have the support of the county authorities in order to solve this situation;
  • Regarding the order of the containers, it is not known whether the structure will be the same. The first container is the one of DGASPC.

=>In the next meeting, the mayor of the city will be present in order to discuss all these aspects.

2. Connecting the new spaces to electricity and water

  • The deputy mayor discussed with the people responsible for the electricity and he will tell when everything will be solved. The vice-mayor mentioned that the invoice for electricity for the organizations that are at the Siret border is not paid. The city hall does not have the financial capacity to pay its value from the local budget and initiated the idea of identifying payment solutions for electricity consumption by organizations in the future;
  • The connection to the electricity network  can be done in about two days;
  • Mr. Vasile Dumitraș, the electrical engineer, suggested the idea to put into function a direct meter from the transformer available to all organizations, and all NGOs will make the payment. Another idea is to have a meter for each organization;
  • Rădăuțiul Civic mentioned that there is the probability that the organizations will pay individually the equivalent value related to the connection expenses, and it will be decided how the expenses will be divided;
  • The necessary materials for the sanitary and the electric part, worth RON 40,000, were purchased through the contribution of the Volunteer for Life Associations and UNICEF Romania;
  • The connection to the water network is expected to be finished in several days – maximum a week, because the connection point to the water pipe is at a distance of about 500 meters, which requires a series of extensive work;
  • The toilets will be functioning in two-three days.

3. Requesting the participation of the Suceava County Management in a meeting with NGOs, at PTF Siret

  • Viviana Hutuleac from Rădăuțiul Civic brought to the attention the idea that all the organizations should sign a letter to the management of Suceava County – Prefecture, respectively the County Council, in order to have a meeting between the county and local authorities and the organizations that are present at PFT Siret. The meeting aims to discuss the situations that need to be solved and to obtain the support of the county authorities in the good development of the activity of the organizations, as well as the support given to the Siret City Hall, which is directly involved by the administrative point of view and not only;
  • MdM Greece suggested the idea that if there is a concrete plan by the end of the year it will be easier for organizations as well. A long-term plan is needed;
  • Ms. Camelia Topală, Star of Hope came up with strong arguments in order to request for the county authorities to get involved in resolving this situation, as some organizations did not have in the project budgets money for utility costs, and that a partnership was established between organizations and authorities regarding the help offered to refugees in Siret. Star of Hope supported the idea for NGOs to come together to make a request so that Siret city hall can recover the expenses (electricity, emptying, sanitation), in the last 5 months. In the end, all the representatives of the organizations present at the meeting agreed with this proposal;

=>It was decided that Monday, 18th of July, the organizations to send to the county authorities, a letter in this regard, accompanied by a table containing the organizations, respectively the table with signatures on paper for those who were present at the meeting. The table for the registration of  the organizations will be posted on the WhatsApp coordinators group, with the specification to be completed online by Sunday.

4. Taxi parking

  • Ms. Lieutenant. Crina Tcaciuc, ISU “Bucovina” Officer has assured all the organizations that the taxi cars will park at the end of the row of containers, in order to leave the space in front of the containers free, so that the refugees can receive the services offered by specialists in safe conditions, and in order for the road to remain free for car traffic.

5. PTF Siret event invitation July 18, Best Practices Exchange in MHPSS Emergency Care at the Siret Border

  • Monday, 18th of July, in the time interval 12:00 – 16:00, specialists from the psychological and social fields as well as representatives of the organizations that provided and provide psychosocial support services in PTF Siret and in Suceava County are invited to participate in an experience exchange session with Melinda & Oscar. They come from Chernivtsi after a month and a half, where they provided emergency psychological support to Ukrainian refugees.
